Dear Ms. Hawes,

The concept of cancer control planning comes from the Centers for
Disease Control and Prevention (CDCP).  The states and tribes are
encouraged to adopt cancer control plans by the CDCP Division of
Cancer Prevention and Control (DCPC).

Cancer Action NY has worked for years seeking to motivate the DCPC and
state cancer control programs in New York, MIchigan, Wisconsin and
Pennsylvania to provide the American public with warnings of the
dioxin exposure, persistent organic pollutants (POPs) exposure and
constituents of combustion of fossil fuels emissions exposure cancer
hazards.  These are avoidable cancer hazards.

Neither the DCPC or any of the state cancer control programs have yet
provided such warning.  The blood of millions of Americans is on
their hands.

Why won’t the DCPC and the state cancer control programs provide
warnings of the avoidable pollutant carcinogen exposure cancer hazards?
These public health entities are controlled by politics.  Chemical and
manufacturing corporations control politicians. Cancer control
planning is run by corporations.  It is used to create the illusion
that efforts are being made to address cancer burden in a science
based manner.  In America, cancer control planning is a lie.

For dioxin exposure alone, lifetime excess cancer risk is estimated at 1 in
1000.  This means that every 70 years, 300,000 Americans die of cancer
because of dioxin exposure.  The actual death toll is far, far higher
because the 1 in 1000 estimate is for exposures of adult males only.
No epidemiological studies with children or women were included in the
development of the Environmental Protection Agency’s (EPA) cancer
slope factor.  Actual total POPs exposure cancer death toll is likely
to be in excess of 1,000,000 Americans every 70 years.

If the American people knew the Truth about POPs exposure and cancer
outcome, they would be out in the streets right now demanding that the
government step down to be replaced by those who were chosen by the
people in publicly financed elections.  Cancer is reason for revolution.

I demand that the New York State Cancer Consortium start telling
the Truth.  The 2012-2016 New York State Comprehensive Cancer Control
Plan (CCCP) must be renamed.  The word prevention must be placed
before the word control.  The 2012-2016 NYS Comprehensive Cancer
Prevention and Control Plan (CCPCP) must make know to the public the
past bad behaviors of cancer control planners.  The CCPCP must include
a section dedicated to bringing out the Truth concerning corporate
control of governmental public health entities.  The CCPCP must set in
place a process for presenting this Truth to New Yorkers.  This
process must include a series of public forum style meetings conducted
throughout the state to address the matter of corporate control as
described above.

The CCPCP must include an approximate accounting of the cancer death
toll that has resulted from corporate control of the governmental
public health entities at the national and state levels.  It is
especially important that Americans see the numbers of cancer planning
deception.

The CCPCP must set forth a detailed plan for publication and
dissemination of cancer hazard advisories.  Cancer hazard advisories
must be created for the following list of carcinogens:  POPs, benzene,
formaldehyde, polycyclic aromatic hydrocarbons (PAHs) and the
carcinogenic metals, arsenic, cadmium, chromium, nickel, lead and
mercury.

The CCPCP must include a time-line for production and dissemination of
the cancer hazard advisories.  The CCPCP must set in place a mechanism
for insuring joint New York State Department of Health, county public
health departments and grassroots cancer prevention organizations endeavors
to create and disseminate the cancer hazard advisories.

Additionally, the CCPCP must include a prohibition against the
extraction of shale gas anywhere in New York State.  This is an
extremely important part of the CCPCP.  At a time when cancer
incidence is unacceptably high and going higher, it is unthinkable
that shale gas extraction would be allowed in New York.  The only
sound public health response to corporate pressure for government
approval of shale gas extraction is total rejection of this dangerous
practice.

The CCPCP must contain a section that establishes a ban on the
participation of the American Cancer Society (ACS) in any activities
set forth in that document.  The ACS is a corporate entity and must be
driven out of America.
